Meet the Staff

Melissa Boobar
Executive Director
Melissa has extensive experience in executive corporate management. This includes leading a team of over thirty people, financial management, and strategic planning. She also has several years of experience with CASA of Western Maryland.
In 2020, Melissa began her journey with CASA as a volunteer advocate. When an advocate coordinator position became available in 2024, she joined the team. Her experience as a volunteer advocate gave her valuable insight. In this role, she was a reliable and highly capable team member. In February 2026, she became executive director.
On her days off, Melissa enjoys spending time with her horse, Jack. When Jack is content in his pasture, you can find Melissa in the garden using her master gardener skills to grow beautiful things.

Laura Shelton
Advocate Coordinator and Training Facilitator
Laura joined the team in 2023. Her professional background includes the roles of adjunct instructor, service specialist for a public library system, and town clerk. She also has non-profit experience, having worked for the Western Maryland Scenic Railroad and serving on the Washington County Literary Council board of directors.
Engaging with the public across different environments has provided Laura with a compassionate understanding of community needs and struggles. That empathy strengthens her resolve to advocate for the children and families CASA of Western Maryland serves.
Laura is happily married with three children. The Shelton home is not complete without animal friends, including cats, dogs, and horses. Laura spends much of her free time exploring and photographing the natural world.

Mina Soleimani
Volunteer Advocate Supervisor
Mina joined the team in the spring of 2026 with a strong background in community service, peer support, and child advocacy. She began her non-profit journey with Food & Friends, delivering meals to individuals with health challenges.
As peer support specialist, she volunteered with On Our Own of Maryland, providing peer support, warm line services, and more. Mina continues her commitment to families by volunteering with the Mental Health Association of Frederick’s Supervised Visitation Program. She is currently pursuing a bachelor’s degree in social work.
Mina is fluent in Farsi and proud of her Iranian heritage. An animal advocate, her compassion for others stretches into the animal kingdom. Outside of her professional life, you’ll find her listening to music or reading.
